Why Germany’s Federally Governed Public Sector IT Provider Needed a New CEO   

Our client is a federally governed public sector IT service provider in Germany, running the digital infrastructure used by several federal states and municipalities. The Supervisory Board engaged Stanton Chase Düsseldorf to lead a planned CEO succession, with the new Chief Executive Officer also taking on the role of Chair of the Board. 

The new CEO would carry responsibility for the organization’s commercial, governance, and strategy portfolio. The succession was planned, but it landed at a moment when continuity at the top of a federally governed IT body carries consequences well beyond the organization itself.

A CEO Search Under Geopolitical, Cyber, and Governance Pressure 

This was not a typical CEO search. The organization runs digital infrastructure that several federal states and municipalities depend on every day, so leadership continuity carries weight at the national level. On top of that, the organization had just been through its first major performance downturn in recent memory, bringing political scrutiny just as the search began. 

The wider context made things harder still. The search coincided with the war in Europe, a worsening cybersecurity threat environment, and growing expectations on the organization around digital sovereignty, cloud transformation, and the protection of public infrastructure. 

Then there was the governance side. The federated ownership structure meant the new CEO would answer to multiple states and municipal bodies, plus a Supervisory Board chaired by a State Chancellery and a Search and Nomination Committee covering political, administrative, and employee interests. A misstep in leadership selection would have risked loss of trust, governance gridlock, and a leadership vacuum at exactly the wrong moment.

Looking Beyond the Obvious Public Sector and Technical Profiles 

We approached this from the start as a governance-driven succession mandate rather than a conventional CEO search. Together with the Supervisory Board and the Search and Nomination Committee, we built a detailed position and candidate specification covering political governance, digital transformation, security awareness, and public impact. The brief made explicit not just what the right leader needed to bring, but what would rule a candidate out. 

The search itself was proactive and non-advertised. We deliberately avoided the obvious public-sector profiles and the purely technical ones, looking instead for leaders who had already operated where regulated industries, large-scale IT services, and political accountability come together. 

Beyond experience, we assessed judgement under pressure, crisis-readiness, and the ability to translate external threats into internal clarity for the organization. Throughout the process we stayed in continuous conversation with the Supervisory Board Chair and the Committee, so that consensus and political legitimacy were built into the appointment from day one.
